The impasse that has beclouded the House of Representatives has since left the house divided with one faction loyal to House Speaker Cllr. J. Fonati Koffa and the other loyal to Representative Richard Koon.
Rep. Koon was elected as Speaker of the House moments after the majority members claimed they had removed Cllr. Koffa from office over allegations of corruption, mismanagement of the house and conflict of interest among others.
Koffa and other minority members of the house had argued that the procedure used to remove him were all wrong and the charges brought against him were misleading and far from the truth.
In the midst of the controversies that rocked the House for more than five months, the embattled Speaker sought the intervention of the highest court in the land – the Supreme Court.
In an earlier bill of information Cllr. Koffa expressly asked the court to undo all actions taken by the majority – claiming his removal was illegal and for the court to compel the majority members to join their regular session.
The Supreme Court said there was no instrument available that would be used to compel the majority to return under Koffa’s gavel. The court asked the House to return and said all actions taken not in conformity with articles 33 and 49 of the Liberian Constitution were ultra vires.
Following the ruling everyone sought to interpret the court’s ruling differently – leading to more chaos in the house and mix-reactions from the public.
Cllr. Koffa then filed an amended bill of information – asking the court to be clearer on its previous ruling, accusing his colleague in the majority of disobeying the mandate of the Supreme Court.
Supreme Court Ruled in Amended Bill
On Wednesday April 22, 2025, the Supreme Court ruled into the bill of information with four out of the five Justices recognizing Cllr. Koffa as the legitimate Speaker of the House of Representatives.
The high court said all actions taken by the majority bloc were all illegal and that Koffa is the Speaker of the House of Representatives.
The Supreme Court urged members of the House of Representatives to abide by its mandate contained in the April 22, 2025 ruling.
We at Liberia Excellent News Network are calling on the majority members of the House of Representatives to adhere to the mandate contained in the ruling of the Supreme Court.
Respecting the rule of law and obeying the decision of the Supreme Court – the highest court of the land strengthens not only the democracy of Liberia but the very foundation of our country.
It is imperative that lawmakers do not become law breakers. Upholding the ruling of the high court will restore calm and constitutional order to the House of Representatives.
We also call on the Executive and the Liberian Senate to act in accordance with the ruling of the Supreme Court.
