Liberia Signs $60M Hydropower Deal with French Energy Firm

MONROVIA – The Government of Liberia, through the Ministry of Mines and Energy, has signed a Memorandum of Understanding (MoU) with HYDRONEO, an independent power producer based in France, for the development of a 20-megawatt hydropower plant in Nimba County.

The agreement was formalized at the Liberia–EU Business Forum in Brussels, marking a significant step in Liberia’s efforts to expand and modernize its energy infrastructure.

Ambassador Dr. Teeko Tozay Yorlay, Sr., witnessed the signing ceremony and described the deal as a major boost to the country’s national electricity network.

HYDRONEO’s proposed investment, valued between US$55.8 million and US$60 million, is expected to substantially increase Liberia’s power generation capacity, stimulate economic activity, and create more than 1,000 jobs during the construction phase.

As part of the next phase of implementation, a technical delegation from HYDRONEO is expected to arrive in Liberia within six weeks to begin feasibility studies and conduct on-site assessments.

The hydropower project aligns with the government’s ARREST Agenda for Inclusive Development, particularly its focus on expanding electricity access and creating sustainable economic opportunities in rural and underserved areas.

Local authorities, including Nimba County Superintendent Kou Meapeh Gono, have welcomed the initiative, describing it as a beacon of hope for the county and a catalyst for local development.

Officials say the partnership reflects Liberia’s broader commitment to sustainable development and the strengthening of critical infrastructure through strategic foreign investment.
