Liberia to Host 22nd ARMFA General Assembly in 2025

NAIROBI, KENYA — The National Road Fund (NRF) of Liberia has secured the prestigious hosting rights for the 22nd Annual General Assembly of the African Road Maintenance Funds Association (ARMFA), a continental organization representing 35 member countries.

The event is slated to take place in Monrovia from November 17 to 21, 2025, and is expected to bring together over 300 delegates from across Africa.

The announcement was made on May 26 during ARMFA’s Executive Committee meeting in Nairobi, Kenya, following a decisive vote in favor of Liberia.

The country’s winning bid was championed by Mrs. Joseta Neufville Wento, Manager of the National Road Fund of Liberia, who also serves as Chairperson for Membership for West Africa ARMFA and Vice President of the West Africa Focus Group.

Reacting to the news, Mrs. Wento expressed pride and optimism about Liberia’s role as host nation.

“This is a proud moment for Liberia. We made the case that our country is transitioning into a second-generation road fund model and that we are ready to showcase the progress we’ve made in sustainable road infrastructure financing and governance,” said Mrs. Wento.

She highlighted the alignment between the ARMFA General Assembly and the government’s ARREST Agenda, which prioritizes road connectivity as a key development driver.

“We understand that financing remains a major challenge across Africa due to competing national priorities, but Liberia is making great strides nationally to address this,” she added.

Mrs. Wento also underscored the broader significance of hosting the event, pointing to its potential to boost economic activity and attract foreign investment.

“For me, this is more than just a general assembly. It’s an opportunity to attract foreign investment and stimulate growth in our local economy. We see this as a platform to further develop our economic corridors and create jobs, particularly for young people,” she stated. “A better Liberia is still possible—and it’s possible in our lifetime.”

The upcoming ARMFA General Assembly is expected to serve as a showcase of Liberia’s evolving infrastructure strategy and provide a platform for regional collaboration on sustainable road maintenance and funding.
