President Boakai Suspends NCD Executive Leadership, Orders Full Audit

MONROVIA — President Joseph Nyuma Boakai, Sr., has taken decisive administrative actions affecting the National Commission on Disabilities (NCD), following recommendations from a Special Investigative Committee probing allegations of mismanagement at the institution.

Based on the Committee’s findings, President Boakai has temporarily suspended the Executive Director of the NCD, Mr. Samuel Dean, and the Deputy Executive Director, Madam Winifred Paye, pending the conclusion of a comprehensive audit into the Commission’s operations.

To ensure continuity and uninterrupted service delivery at the NCD during the suspension period, the President has appointed Apostle J. Aaron Wright, Sr. as Acting Executive Director, and Mr. Emary Amos Jessieas Acting Deputy Executive Director.

In a further step aimed at establishing clarity and accountability, President Boakai has instructed the General Auditing Commission (GAC) to conduct a full-scale audit of the National Commission on Disabilities to thoroughly examine the allegations of financial and administrative improprieties.

The President stressed that the actions taken reflect his Administration’s firm commitment to accountability, transparency, and responsible governance, while ensuring that due process of law is fully respected.

Their suspension follows series of massive demonstrations in and around Monrovia where members of that community have demanded the dismissal of Mr. Dean and the leadership of the NDC – accusing them of mismanagement and corruption at the institution.

Dean has since denied all the allegations and said his administration was leading the institution to its rightful path.
