Rep. Mulbah Threatens Legal Action Over Alleged Misuse of Montserrado Development Funds

CAPITOL HILL – Montserrado County District #3 Representative Sumo Mulbah has vowed to pursue legal action against Montserrado County authorities over the alleged misuse and lack of accountability surrounding County Development Funds and Social Development Funds allocated for 2024 and 2025.

In a social media post over the weekend, Representative Mulbah challenged anyone to present credible evidence that his district received County or Social Development Funds from the Superintendent under the Local Government Act of 2018 during the 2024–2025 fiscal period.

He declared that he would immediately resign his seat in the House of Representatives if such evidence is produced.

According to the lawmaker, a total of $449,000 was allocated to the county over the two-year period. This includes $186,000 in County Development Funds for 2024, $77,000 in Social Development Funds for the same year, and another $186,000 allocated as County Development Funds for 2025.

However, Mulbah said residents of Montserrado County remain unaware of how the funds were used and accused county authorities of failing to provide a comprehensive financial report for 2024 and 2025.

He described the situation as a violation of the Local Government Act of 2018, which mandates transparency and public disclosure in the management of county development resources.

The representative is calling for a comprehensive audit by the General Auditing Commission (GAC) into the handling of Montserrado County development funds and insists that the findings be made public.

Mulbah further disclosed that repeated attempts to raise the matter on the floor of the House of Representatives have gone unaddressed.

He said a final communication will be submitted to the Legislature on behalf of the people of Montserrado, demanding legislative intervention.

The District #3 lawmaker warned that if House plenary again fails to act, he will petition the Supreme Court on Friday in pursuit of judicial redress.
