Government Deploys Comptroller to University of Liberia Amid Payroll Audit

Monrovia The Government of Liberia has deployed a financial comptroller to the University of Liberia (UL) in a move aimed at strengthening fiscal accountability and tightening spending controls at the nation’s flagship public university.

The decision, approved by the UL Board of Trustees, coincides with a comprehensive payroll verification exercise scheduled to begin with the September 2025 salary cycle.

According to sources familiar with the arrangement, the university’s top leadership—including department chairpersons, college deans, vice presidents, and the president—will be required to endorse the salary roster as part of a new verification protocol designed to validate staffing levels and uncover irregularities in salary disbursements.

Government insiders say the deployment forms part of a broader initiative to increase financial oversight in state-run institutions, particularly those reliant on substantial public funding.

The University of Liberia has long faced concerns over financial management, with payroll inconsistencies and limited operational budgets among the most pressing challenges.

Internal figures reveal that nearly US $32,000 of the university’s monthly US $33,000 allocation is consumed by salaries, leaving little for academic programming or essential operations.

Authorities believe that by scrutinizing payroll and embedding a financial officer on campus, funds can be recouped and redirected to strengthen teaching, research, and infrastructure.

Established in 1862, the University of Liberia remains the country’s oldest and most prestigious public institution of higher learning.

Despite its legacy, it has struggled with recurring financial constraints, fueling calls for reform, efficiency, and greater transparency in its operations.
