Two years ago, on March 23, 2023, Dr. Harry T. Conway received his PhD in Politics and International Relations from Cardiff University in the United Kingdom. His doctoral research, a meticulous study of environmental politics with a focus on the 2015 UNFCCC Paris Agreement, was both intellectually demanding and strategically relevant.

That academic achievement has since proven to be far more than a personal milestone. Today, it is an active force shaping international maritime policy, giving Liberia a louder and more respected voice in one of the world’s most consequential arenas—global marine environment protection.

Dr. Conway’s PhD thesis critically examined the challenges of implementing climate agreements in developing countries, with a case study on Liberia’s efforts through REDD+ (Reducing Emissions from Deforestation and Forest Degradation). As Chair, Dr. Conway has presided over historic decisions, most notably the 2023 IMO Greenhouse Gas (GHG) Strategy, a unified plan to reduce shipping emissions in line with global climate goals. This strategy was hailed as a breakthrough for the maritime industry, and Liberia, through Dr. Conway’s stewardship, was visibly at the center of the achievement.

This dual representation—national interest and global stewardship—is where the influence of his doctoral research truly shines.
