MONROVIA – The Governance Commission (GC) has signed a Memorandum of Understanding (MoU) with the National Insurance Company of Liberia (NICOL) to provide comprehensive health insurance coverage for its employees, including their spouses and eligible dependents.

The agreement was signed on Wednesday, July 22, 2026, at the Commission’s Conference Hall in Sinkor, marking a significant step toward improving employee welfare and expanding access to quality healthcare services.
Speaking during the signing ceremony, Governance Commission Executive Director Jallah C. Kesselly described the initiative as part of the Commission’s ongoing commitment to fostering a supportive work environment and reducing the financial burden of healthcare on its employees.
Kesselly said the health insurance program reflects the institution’s commitment to the well-being of its workforce, emphasizing that healthy and motivated employees are essential to effectively delivering the Commission’s mandate.
For his part, NICOL Acting Managing Director Abdullah S. Swaray described the partnership as a major milestone in strengthening collaboration between government institutions. He stressed that public servants are among Liberia’s most valuable assets and deserve access to quality healthcare protection.
“The biggest asset our government has is its people. Government employees deserve to be protected and cared for,” Swaray said.
He noted that the insurance scheme will enable employees and their eligible dependents to access timely medical care, improve staff well-being, and enhance productivity in the workplace.
The partnership underscores the Governance Commission’s continued commitment to prioritizing employee welfare while strengthening institutional performance and advancing its mandate of promoting good governance and public sector reform in Liberia.
