MONROVIA – The Liberia Special Economic Zones Authority (LSEZA) and Soft-Care Limited have signed a landmark US$32 million investment agreement for the construction of a manufacturing factory that will produce sanitary pads and tissue products in Liberia, marking another significant step toward the country’s industrialization and economic transformation agenda.

The agreement is expected to create more than 150 direct jobs, reduce Liberia’s dependence on imported sanitary and hygiene products, and establish the country as a regional manufacturing and export hub.
Under the terms of the investment, five percent of the factory’s production will be sold on the Liberian market, while 95 percent will be exported to international markets, generating foreign exchange earnings and strengthening Liberia’s manufacturing sector.
Government Hails Investment as Major Economic Milestone
Speaking during the signing ceremony, Liberia Special Economic Zones Authority Executive Chairperson Prince Wreh described the agreement as a historic achievement for both the Authority and Liberia, noting that months of negotiations had finally produced a partnership capable of transforming the country’s industrial landscape.
“The signing ceremony which we considered a new dynamic for both our country and the Liberia Special Economic Zones Authority, this agreement has been a work in progress over many, many months,” Wreh said.
He commended President Joseph Nyuma Boakai for providing the leadership and encouragement that made the investment possible, emphasizing that the project aligns directly with the government’s ARREST Agenda for Inclusive Development, particularly its economic transformation pillar aimed at diversifying the economy and creating employment opportunities.
“We also want to commend His Excellency President Joseph Nyuma Boakai for his steadfast, motivational energy and encouragement to all of us in his government to ensure we are responsibly conducting ourselves and make sure our goals and mandate align with the ARREST Agenda of the Government of Liberia,” Wreh stated.
Investment Expected to Strengthen Liberia’s Industrial Base
Wreh welcomed Soft-Care Limited, noting that the company, which is listed on the Hong Kong Stock Exchange and operates a large manufacturing facility in Ghana, brings both international credibility and extensive industrial experience to Liberia.
He assured the investors that the Liberian Government remains committed to protecting foreign investments and creating a secure business environment.
“In the wisdom and voice of our President, he says that when you bring your investment to Liberia, your investment will be protected. When you bring your money to Liberia, your money will be protected,” Wreh declared. “This is step one of the project and we look up that you as a company will live up to your contractual obligations in this agreement.”
Soft-Care Pledges Long-Term Commitment to Liberia
Representing Soft-Care Limited, Bai Guangxue expressed appreciation to the Government of Liberia, the Liberia Special Economic Zones Authority, the National Investment Commission and all stakeholders who contributed to the successful conclusion of the agreement.
“On behalf of Soft-Care, I would like to express my sincerest gratitude to the Government of Liberia, the Liberia Special Economic Zones Authority, the National Investment Commission and everyone who has contributed to make this agreement possible,” Guangxue said.
He praised Liberia’s efforts to attract foreign direct investment by promoting transparency, stability and a business-friendly environment, adding that these factors gave the company confidence to establish operations in the country.
“We also like to commend the government for its continued commitment to attracting foreign investment and fostering a transparent, stable and business-friendly environment in Liberia,” he noted. “We appreciate the leadership and support provided by the Liberia Special Economic Zones Authority throughout this agreement process, and their professionalism, efficiency and dedication have given us great confidence in investing in Liberia and building a long-term partnership.”
Factory to Support Jobs, Innovation and Regional Exports
Guangxue said Soft-Care has built a strong reputation as a leading manufacturer of hygiene and household products across several African countries, where it has combined quality production with job creation and industrial development.

Over the years, we have established manufacturing and distribution operations across several African countries, providing high-quality products while creating local employment and contributing to industrial development,” he said.
He reaffirmed the company’s commitment to Liberia, stating, “We are committed to a long-term investment, innovation and sustainable growth, and we are proud to continue expanding our projects here in Liberia.”
The US$32 million investment is expected to significantly strengthen Liberia’s manufacturing capacity, improve access to locally produced health and hygiene products, create employment opportunities for Liberians and position the country as an emerging exporter of sanitary and tissue products within the West African region.
