Speaking at the launch ceremony, LIS Commissioner General Elijah F. Rufus described the initiative as a major milestone in Liberia’s border modernization and security architecture.
“It is with profound honor and great pride that we gather here today for the official Go-Live ceremony of the Liberia E-Border Solution Foundation Pillar Project,” he said.
According to Commissioner General Rufus, the project will serve as a key operational bridge toward the broader Liberia E-Border Solution envisioned by the Government of Liberia.
He explained that the pilot project will strengthen border security, improve immigration management, enhance data collection and analysis, and support the modernization of border control systems across the country.
Rufus added that Liberia is moving away from fragmented and largely manual systems toward a technology-driven operational environment designed to improve efficiency, strengthen accountability, and support informed decision-making.
He emphasized that the initiative reflects the government’s commitment to responsible innovation, institutional modernization, and stronger inter-agency cooperation in protecting Liberia’s borders.
The Commissioner General also extended special appreciation to the LIS development partners supporting the implementation of the project.
Legislative Support Pledged
Senator Cyrus Momo, Chairman of the Senate Committee on National Security and Defense, also addressed the ceremony.
He thanked the development partners for introducing the initiative to Liberia and pledged to advocate for continued legislative support to ensure its long-term sustainability.
SOMAPA IT Reaffirms Commitment
Earlier, SOMAPA IT Chief Executive Officer, Mr. Subhaprasert Wongsuwan, reaffirmed his company’s commitment to supporting Liberia’s border transformation efforts.
“We have worked with the Liberia Immigration Service in several areas, including training personnel in advanced border management technologies,” Wongsuwan said.
He noted that SOMAPA IT does not simply deliver a completed system for countries to adopt without modification. Instead, the company works closely with stakeholders to develop solutions tailored to Liberia’s specific needs.
Wongsuwan further disclosed that the Foundation Pilot Project represents the first phase of a broader border modernization initiative in Liberia.
He said engineers are currently in the country to support system installation, training, and live operational assistance.
Entry and Exit Management Begins June 1, 2026
The E-Border Solution Foundation Project will begin operating as an entry and exit management system at Roberts International Airport on June 1, 2026, for an initial pilot period.
Representatives of various government ministries and agencies also delivered remarks, highlighting the importance of technology-driven border management and stronger inter-agency collaboration.
