MONROVIA – The Liberia National Police (LNP) has charged former Crime Services Commissioner Johnny Bolar Dean over an alleged US$10,000 payment linked to a major drug-trafficking investigation.

Dean faces four charges: criminal conspiracy, bribery, tampering with a criminal investigation, and obstruction of government functions by a public servant.
According to a police charge sheet dated September 1, 2026, Dean allegedly received the money from Stephanie Fefe Mensah while Edison Brown and Alpha Bah were under investigation in a drug-trafficking case authorities have valued at US$317 million.
Police allege that the money was given to Dean to influence the investigation.
Dean reportedly acknowledged receiving the cash but told investigators that Mensah gave it to him for safekeeping, adding that she was his lover.
Police say they later recovered the US$10,000 from Dean.
Investigators also accuse Dean of sharing confidential information with Mensah, including informing her that Brown had been arrested in connection with the drug case.
The charge sheet further alleges that Dean used his position to interfere with the investigation and failed to carry out his official responsibilities.
The case followed an administrative investigation by the LNP’s Professional Standards Division and a subsequent criminal inquiry led by Assistant Commissioner of Police Harold T. Jones.
The allegations have not been proven in court, and Dean remains presumed innocent unless and until a competent court finds him guilty.
