MONROVIA – The Civil Service Agency (CSA) has presented comprehensive personnel and credential verification reports to four government institutions, as the Government of Liberia intensifies efforts to strengthen accountability, improve workforce management, and enhance the delivery of public services.

The reports were presented to the Ministry of Public Works, Liberia Land Authority (LLA), National Housing Authority (NHA), and Liberia Refugee Repatriation and Resettlement Commission (LRRRC), following extensive personnel and credential verification exercises conducted by the CSA.
The verification reports provide a detailed assessment of the workforce of each institution, including employees’ employment status, updates to personnel files, validation of academic credentials, staff reclassification and redeployment, as well as other key human resource indicators.
The assessments also examined age distribution, employees approaching retirement, personnel on study or sick leave, and the number of verified and unverified employees within the respective institutions.
According to the CSA, the findings are designed to support evidence-based workforce planning, strengthen merit-based recruitment and employment practices, and ensure that government institutions are staffed by qualified personnel capable of delivering efficient and effective services to the Liberian people.
Presenting the reports on Thursday, August 6, CSA Director-General Dr. Josiah F. Joekai, Jr. said that while the four institutions have different mandates, they face common human resource management challenges that require coordinated action and sustained institutional reforms.
Dr. Joekai urged the leadership of the institutions to fully implement the recommendations contained in the reports, stressing that corrective measures would help improve institutional performance, enhance productivity, and strengthen accountability across the public sector.
“It is anticipated that these four institutions will work closely with the Civil Service Agency to implement the recommendations and take corrective action where necessary,” Dr. Joekai said.
He emphasized that stronger collaboration among government spending entities is critical to regularizing the public workforce, improving service delivery, and advancing the broader public sector reform agenda of the Boakai Administration.
The CSA Director-General further noted that effective human resource management remains fundamental to building a professional, efficient, transparent, and accountable civil service capable of responding to the needs of citizens.
Representatives of the Ministry of Public Works, Liberia Land Authority, National Housing Authority, and Liberia Refugee Repatriation and Resettlement Commission welcomed the reports and committed to working with the Civil Service Agency to implement the recommendations and address identified gaps.
The personnel and credential verification exercises were conducted by the Compliance and Integrity Management Division (CIMD) of the Civil Service Agency as part of the Agency’s ongoing efforts to strengthen workforce integrity, improve public-sector governance, and promote accountability across government institutions.
The presentation of the reports represents another step in the Government of Liberia’s efforts to establish a more accountable, merit-based, and efficient civil service, while ensuring that public institutions have the right personnel and systems to effectively support national development and deliver quality services to citizens.
