G. GEDEH COUNTY – The Civil Service Agency (CSA) on Monday, August 17, 2026, broke ground for the construction of its regional headquarters in Zwedru, Grand Gedeh County, as part of its ongoing decentralization efforts aimed at bringing public service closer to civil servants across Liberia.

The new facility is being constructed on two lots of land within the compound of the Grand Gedeh County Administration Building. The land was donated by the Grand Gedeh County authorities in May 2026.
Upon completion, the regional headquarters will serve the five southeastern counties of Grand Gedeh, Sinoe, River Gee, Maryland, and Grand Kru, providing services related to human resource management and other civil service matters.
CSA Advances Decentralization Agenda
Speaking at the groundbreaking ceremony, CSA Director-General Dr. Josiah F. Joekai, Jr. described the occasion as a historic milestone in the Agency’s decentralization agenda.
Dr. Joekai said the initiative is intended to take CSA services closer to civil servants and reduce the challenges they face when seeking assistance with human resource management issues.
He said the Zwedru headquarters is being constructed by Xcellence Group of Companies Incorporated, a 100 percent Liberian-owned company, with the project expected to be completed within 150 days.
“In June, we dedicated the renovated regional headquarters of the CSA in Tubmanburg, which serves the western region counties of Bomi, Gbarpolu, and Grand Cape Mount. After Bomi, we broke ground for the Gbarnga headquarters. I’m pleased to announce that construction is ongoing. That regional headquarters will serve Bong, Nimba, and Lofa counties,” Dr. Joekai stated.
According to the CSA Director-General, the decentralization program is designed to ease the difficulties civil servants encounter in addressing issues involving payroll, personnel records, and credential verification, among other human resource management services.
Gbarnga and Buchanan Projects
Dr. Joekai also commended the Ministry of Finance and Development Planning (MFDP) for providing financial support toward the construction of the regional headquarters in Gbarnga and Zwedru.
He disclosed that efforts are underway to secure the necessary resources to begin construction of a third regional headquarters in Buchanan, Grand Bassa County.
The CSA has described the regional headquarters initiative as part of broader efforts to improve the delivery and accessibility of civil service administration outside Monrovia.
Grand Gedeh Pledges Support
Monday’s groundbreaking ceremony was led by Representative Jeremiah G. Sokan, Chairman of the Grand Gedeh County Legislative Caucus.
Representative Sokan thanked the management of the Civil Service Agency for introducing reforms within the public service while also improving the Agency’s infrastructure.
His comments were supported by Grand Gedeh County Superintendent Alex Chersia Grant, who pledged the county leadership’s support for the project.
Superintendent Grant assured that the county would help create an enabling environment for the contractor to complete the project within the stipulated 150-day timeframe.
The ceremony brought together members of the Chief and Elder Council of Liberia, Southeastern Branch, representatives of women and youth groups, and citizens of Grand Gedeh County.
Dr. Josiah F. Joekai, Jr. attended the ceremony alongside his two deputies: Deputy Director-General for Human Resource Management and Policy, Hon. Edwin K. Jallah, and Deputy Director-General for Administration and Finance, Atty. Dahnu Mianyen.
