Senator Snowe Challenges Finance Ministry on Reported Salary Harmonization Rollback

CAPITOL HILL – Bomi County Senator Edwin Melvin Snowe Jr. has formally drawn the attention of the Liberian Senate to what he describes as a matter of “significant public concern” involving an alleged reversal of remuneration harmonization within key government institutions.

In a communication addressed to Senate President Pro-Tempore Nyonblee Karnga-Lawrence, Senator Snowe referenced recent public pronouncements reportedly made by Finance and Development Planning Minister Augustine Kpehe Ngafuan.

According to the senator, reports in his possession suggest that the Ministry of Finance has reversed harmonized salary structures at several institutions, including the Liberia Anti-Corruption Commission (LACC), the General Auditing Commission (GAC), and the Judiciary.

Snowe argued that the reported action raises serious legal and governance questions, particularly regarding legislative authorization, compliance with approved budgetary decisions, and adherence to the existing statutory framework governing public sector remuneration.

The senator further reminded the Senate that the Act to Establish the National Remuneration Standardization of 2019 remains in full force, noting that the law has neither been repealed nor amended by the Legislature.

He emphasized that the statute provides the legal foundation for harmonized pay across public institutions and does not, on its face, authorize a unilateral reversal by the Executive Branch or any of its ministries or agencies.

Snowe’s communication calls for the Senate’s attention to the matter amid growing public scrutiny over compensation policies within government institutions.

The issue is expected to prompt legislative review or possible engagement with the Ministry of Finance to clarify the legality and implications of the reported decision.

No official response from the Ministry of Finance and Development Planning had been issued at the time of this report.
