PPCC Launches Digital Platform to Transform Public Procurement in Liberia

MONROVIA – The Public Procurement and Concessions Commission (PPCC) has unveiled a transformative initiative to modernize Liberia’s public procurement system through a digitized platform, aiming to improve transparency, accountability, and efficiency in government spending.

Executive Director Bodger Scott Johnson announced during a recent radio interview that 50 key ministries, agencies, and commissions are being onboarded to the new system, which enables real-time approval of procurement plans and accelerates project execution.

Speaking on OK FM on Tuesday, Johnson highlighted the shift from the traditional, often cumbersome, manual process to an online approval system.

“By bringing these 50 main entities onto the platform, we are ensuring procurement plans are approved faster, monitored in real time, and executed with greater responsiveness,” he said.

The digital platform allows the PPCC to review procurement strategies from ministries and agencies before implementation, significantly reducing delays and bureaucratic bottlenecks.

Johnson stressed the importance of procurement in government operations, noting, “No country can afford to stall procurement processes.

Without them, agencies become stagnant and unable to perform their duties.” He added that the new system ensures public funds are used effectively, fostering trust and clarity among citizens and stakeholders.

The platform also enhances public visibility of government operations. “With approved procurement plans, the public will know exactly what ministries and agencies are doing, how they operate, and their progress over time,” Johnson explained.

This initiative aligns with the PPCC’s mandate under the 2005 PPCC Act, amended in 2010, which requires the commission to promote transparency, fair competition, and value for money in public procurement.

Tasked with regulating and monitoring all public procurement and concession activities, the PPCC oversees the efficient use of taxpayer resources.

Johnson expressed confidence that the platform will revolutionize government contracting and resource management. “This is not just about technology—it’s about creating a culture of accountability,” he said.

The initiative forms part of the PPCC’s broader strategy to strengthen Liberia’s economic resilience and attract investment by demonstrating a commitment to transparent governance.
