EXPRESSION OF INTEREST (EOI)

FOR THE NATIONWIDE TVET GAP ANALYSIS AND COMPLIANCE MONITORING STUDY

1. Introduction

The Government of Liberia, through the Agricultural and Industrial Training Bureau (AITB), in collaboration with key stakeholders in the Technical and Vocational Education and Training (TVET) sector, seeks the services qualified national consultants or institutions to conduct a Nationwide TVET Gap Analysis and Compliance Monitoring Study.

The study aims to assess the effectiveness of TVET programs in Liberia, ensuring alignment with labor market demands and compliance with national educational and training standards.

 This assignment is a strategic priority under AITB’s 2026 Annual Work Plan and is critical to strengthening standardization, accountability, and industry relevance within the TVET system.

2. Background of AITB

The Agricultural and Industrial Training Bureau (AITB) was established on October 30, 1981, and serves as the technical and administrative arm of the National Council for Vocational and Technical Education and Training (NCTVET).

AITB is mandated to:

  • Set national TVET training standards;
  • Conduct trade testing, certification, and accreditation;
  • Issue permits and licenses to TVET institutions;
  • Monitor compliance and supervise all TVET providers nationwide;
  • Coordinate manpower development, research, and policy advisory services.

Through these functions, AITB plays a central role in ensuring the quality, relevance, and integrity of technical and vocational education in Liberia.

3. Purpose of the Assignment

The purpose of this consultancy is to conduct a comprehensive nationwide assessment of TVET institutions and programs to:

  • Measure skills supply against labor market demand;
  • Assess institutional and program compliance with national TVET regulations and standards;
  • Identify systemic, institutional, and programmatic gaps affecting training quality and certification integrity;
  • Evaluate inclusivity dimensions (gender, youth, persons with disabilities);
  • Generate actionable evidence to inform policy reforms, curriculum harmonization, and investment decisions.

The study directly supports Tasks 2 and 4 of the AITB 2026 Work Plan, particularly inStandardize and improves the quality and relevance of TVET programs and Strengthen industry linkages and labor market responsiveness.

4. Objectives of the Study

The study aims to:

  • Identify existing skill gaps in the workforce relative to industry demands and assess the ability of TVET institutions to address these needs.
  • Evaluate the relevance, effectiveness, and efficiency of current TVET programs, including curriculum design, teaching methodologies, and student outcomes.
  • Assess compliance with national TVET policies, regulations, and standards.
  • Provide actionable policy recommendations to improve the quality and relevance of TVET programs.
  • Facilitate stakeholder engagement to gather insights and promote collaboration among government agencies, training institutions, and industry representatives.
  • Collect and analyze data using surveys, interviews, focus groups, and literature reviews to understand TVET offerings and labor market trends.

5.   Scope of Work

 The study will focus on the following key areas:

 Geographical Coverage: Nationwide assessment across all fifteen (15) counties to understand regional disparities in TVET accessibility and effectiveness.

Target Population: TVET students, graduates, employers, TVET administrators, policymakers, and industry experts.

Program Types: Evaluation of TVET programs in various sectors, including agriculture, construction, healthcare, information technology, hospitality, and others.

Time Frame: Analysis of historical data spanning 5 to 10 years to assess trends in skill supply and demand.

 Regulatory Frameworks: Review of existing policies and regulatory mechanisms governing TVET institutions and their impact on program quality and compliance.

Outcome Measurement: Establishment of key performance indicators (KPIs) such as graduate employability rates, employer satisfaction, and overall program effectiveness.

  • Expected Deliverables

 The selected consultant or firm will be required to produce the following deliverables within a 21-day timeframe:

  • Inception Report: Detailing the methodology, work plan, and data collection tools (Due: Day 5).
  • Interim Report: Presenting preliminary findings and stakeholder feedback (Due: Day 14).
  • Final Report: A comprehensive document analyzing skill gaps, program effectiveness, regulatory compliance, and policy recommendations (Due: Day 21).
  • Stakeholder Engagement Report: Documenting consultations, focus group discussions, and recommendations from industry and training institutions.
  •  Policy Brief: A summary of key findings and recommendations for decision-makers.
  • Payment of Consultancy Fees

The consultancy fees to the service provider will be paid in three installments.

 First installment is 30% Inception Report, while Second Installment is 33.3% Draft Report, and third installment will be 36.7% Final Report and validation.

  • Eligibility Criteria

                  Interested entities must demonstrate:

Proven expertise in TVET research, workforce analysis, and compliance monitoring. Experience conducting nationwide studies, particularly in Liberia or similar contexts. Capacity to engage with diverse stakeholders, including government agencies, private sector actors, and TVET institutions.  Strong capabilities in data collection, analysis, and reporting.

  • Methodological Approach

A mixed-methods approach including:

  • Desk review of policies, standards, and regulatory instruments;
  • Field-based institutional compliance audits;
  • Employer surveys and key informant interviews;
  • Focus group discussions;
  • Data triangulation and validation workshop.
  • Submission Guidelines

Qualified institutions, research firms, or consultants are required to submit an Expression of Interest (EOI) including:

  • A cover letter expressing interest in the assignment.
  • Organizational profile or consultant’s CV outlining relevant experience.
  • Technical proposal detailing the methodology and work plan.
  • Financial proposal outlining estimated costs within the budget ceiling.
  • References from past assignments

11. Submission Deadline

All EOIs must be submitted no later than March 31, 2026.
Late submissions will not be considered.
