Liberian Senate Orders Audit of All County Administrations Across 15 Counties

CAPITOL HILL – The Liberian Senate has directed the General Auditing Commission (GAC) to conduct a comprehensive financial audit of all county administrations and county councils across Liberia’s 15 counties, in a move aimed at strengthening transparency and accountability in local governance.

The Senate’s decision follows a communication from Samuel G. Kogar, Senator of Nimba County, who called for increased legislative oversight to ensure that public funds allocated to the counties are properly managed.

Under the mandate, the audit will examine financial transactions and activities of county administrations from January 2024 through March 1, 2026. The review will focus on the management and use of public funds, compliance with financial regulations, and the effectiveness of administrative and financial controls within county governance structures.

The Senate has also instructed its Public Accounts and Audits Committee to collaborate with the General Auditing Commission to begin the audit process. The committee has further been tasked with providing updates on the status of previous audit mandates issued by the Legislature.

During deliberations, Senator Kogar emphasized that public officials entrusted with government resources must be held accountable for how those resources are managed.

“Public officials who manage state resources must remain accountable to the Liberian people. This audit is necessary to ensure that funds intended for county development are properly managed and used for the benefit of our citizens,” Kogar said.

He added that strengthening oversight at the county level is critical to restoring public trust in government institutions and ensuring that development funds reach the communities they are intended to serve.

Lawmakers believe the audit will help reinforce financial discipline within county administrations and promote greater transparency in the management of public resources across Liberia.
