Presidents Boakai, Doumbouya, Bio Strike Deal to Calm Rising Border Tensions

CONAKRY, GUINEA — Presidents Joseph Nyuma Boakai Sr. of Liberia, Mamadi Doumbouya of Guinea, and Julius Maada Bio of Sierra Leone have reached a significant agreement to pursue peaceful and diplomatic means in resolving ongoing border tensions among their countries.

The decision follows high-level consultations held in the Guinean capital, Conakry, under the framework of the Mano River Union (MRU).

The meeting, described as cordial and frank, concluded Monday evening with the adoption of a joint communiqué that firmly prioritizes dialogue over confrontation.

The three Heads of State agreed to maintain the current positions along their shared borders while negotiations continue toward what they described as an amicable and lasting solution.

The move is aimed at preventing further escalation and safeguarding long-established trade, commerce, and cultural ties among communities living along the borders.

Their discussions were shaped by recent incidents that have heightened tensions in parts of the border regions. In response, the leaders emphasized the need for collective action to preserve peace and stability, strengthen security cooperation, and reinforce good neighborly relations among their nations.

Central to their agreement is a renewed commitment to uphold sovereignty, territorial integrity, and political independence, while promoting peaceful coexistence.

The leaders also pledged to intensify joint efforts in combating cross-border threats, including terrorism, transnational organized crime, and trafficking.

In a bid to foster long-term stability, the three countries agreed to enhance economic cooperation in border regions, focusing on trade, infrastructure development, energy collaboration, environmental management, and the free movement of people and goods.

They stressed that boosting economic opportunities in these areas is key to sustaining peace and improving livelihoods.

Security cooperation also featured prominently in the discussions, with the leaders agreeing to strengthen collaboration among defense and security institutions.

Planned measures include joint border patrols, intelligence sharing, and improved communication between local authorities and security agencies to prevent and manage potential conflicts.

Additionally, relevant government agencies have been directed to urgently engage in dialogue and technical work aimed at clarifying and demarcating disputed border areas.

This process will involve community-level engagement and support from regional and international partners.

The leaders further resolved to enhance joint border surveillance and conflict prevention mechanisms, signaling a proactive approach to maintaining stability in the region.

As part of efforts to revitalize the MRU, the presidents agreed to convene another summit within a month to deepen dialogue on peace, security, and development.

They also expressed their intention to undertake reciprocal working visits to strengthen cooperation and solidarity among their nations.

The outcome of the Conakry consultations is widely expected to ease tensions, restore confidence among affected border communities, and support the resumption and expansion of cross-border economic activities.

Following the meeting, President Boakai and President Bio returned to their respective countries, marking the conclusion of what regional observers see as a critical step toward sustaining peace in the Mano River Union region.
