Liberia breaks ground for modern fisheries complex at Mesurado Pier

MONROVIA – The Government of Liberia, through the National Fisheries and Aquaculture Authority (NaFAA), has broken ground for a modern fisheries complex at Mesurado Pier, in a move aimed at revitalising the country’s fisheries sector.

The project, supported by the World Bank, is expected to strengthen Liberia’s fisheries and aquaculture industry—an area seen as critical to food security, job creation and economic growth.

Officials say the initiative forms part of broader efforts to diversify the economy and reduce dependence on imports.

Speaking at the ceremony, NaFAA Acting Director General Cyrus Saygbe described the project as a “game changer”, noting that it aligns with the development agenda of President Joseph Nyuma Boakai.

He said the new facility would address long-standing challenges, including weak infrastructure, inadequate storage and limited access to modern fisheries services.

Mr Saygbe added that the complex is expected to create hundreds of jobs, particularly for women and young people involved in fish processing, marketing, transportation and distribution.

“This is not just about building infrastructure,” he said. “It is about empowering people, improving livelihoods, and ensuring the fisheries sector contributes meaningfully to national development.”

Once completed, the complex will serve as a central hub for fisheries management, investment coordination, research and innovation.

It will include modern landing, processing and cold storage facilities aimed at reducing post-harvest losses and improving the quality and safety of fish products.

Stakeholders believe the project could attract private sector investment, open new markets for local fishers and strengthen Liberia’s capacity to meet domestic demand and potential export standards.

Representing the World Bank Country Director, Abraham Dioh reaffirmed the institution’s support for Liberia’s development agenda.

He said the project would improve productivity across the fisheries sector and benefit thousands of Liberians who rely on fishing and related activities for their livelihoods.

“The World Bank remains a reliable partner to Liberia,” Mr Dioh said. “We are committed to supporting initiatives that foster sustainable development and improve the living conditions of ordinary citizens.”

Mr Dioh stressed that the success of the project would depend on transparency, accountability and effective management, urging continued collaboration between the government and development partners.

Once completed, the facility is expected to boost efficiency, increase productivity and help Liberia better manage its marine resources, contributing to inclusive economic growth.
