MONROVIA – The Government of Liberia, through the Civil Service Agency (CSA), has signed a landmark Memorandum of Understanding (MOU) with International Bank (Liberia) Limited (IBLL) and the National Insurance Company of Liberia (NICOL) to establish a vehicle insurance credit scheme for government employees nationwide.

The agreement marks a significant step in the government’s efforts to improve the welfare and financial wellbeing of civil servants by providing affordable and convenient access to vehicle insurance services.
The initiative is designed to ease the financial burden associated with securing vehicle insurance by allowing qualified government employees to access coverage through a structured credit arrangement, with manageable salary-based repayment terms.
Under the scheme, employees will benefit from a six-month repayment plan through salary deductions, eliminating the need for large upfront payments while ensuring continuous access to legitimate vehicle insurance coverage.
The MOU is being described as a progressive intervention aimed at strengthening employee welfare, promoting financial inclusion, and expanding social protection within the public sector.
Officials say the partnership reflects a growing recognition that the productivity and efficiency of government institutions are closely linked to the financial stability and wellbeing of public servants. By easing the burden of mandatory vehicle insurance costs, the initiative is expected to provide meaningful relief to workers while promoting legal compliance and responsible vehicle ownership.
The agreement also underscores the Government of Liberia’s commitment to introducing practical, employee-centered programs that go beyond traditional salary support to improve the quality of life of workers and their families.
Under the arrangement, International Bank (Liberia) Limited will provide the financing mechanism for the insurance coverage, while the National Insurance Company of Liberia will deliver insurance services to qualified employees.
The Civil Service Agency will oversee coordination and implementation to ensure transparency, accountability, and smooth administration of the program.
To qualify, government employees must first enroll in the CSA Legal Power of Attorney (LPA) system through the Human Resource Office of their respective institutions. Once verified and approved, employees may proceed to NICOL with the required vehicle documents to access coverage under the scheme.
Beyond vehicle insurance, the agreement establishes a framework for future public-private sector collaboration aimed at delivering sustainable financial and welfare programs for government workers.
The initiative is also expected to strengthen Liberia’s insurance sector by increasing penetration and raising public awareness about the importance of risk protection and financial security.
At a time when many workers continue to face economic challenges, the agreement signals a deliberate effort by the Government of Liberia and its partners to implement responsive policies that directly improve the lives of employees and their families.
