MARGIBI COUNTY – The Government of Liberia, through the Ministry of Transport and the Liberia Airport Authority (LAA), has launched an international competitive tender for the development and expansion of Roberts International Airport (RIA) under a Finance-Design-Build-Operate-Transfer (FDBOT) model with a 25-year concession period.

The project is aimed at modernizing Liberia’s main international gateway by improving airport infrastructure, enhancing passenger and cargo services, and attracting private sector investment to strengthen the country’s aviation industry and support economic growth.
The National Investment Commission (NIC) is overseeing the procurement process, while Meinhardt (Malta) Pvt. Ltd. has been appointed as the Transaction Advisor to manage and support the competitive bidding process.
According to the announcement, interested local and international firms are invited to obtain the tender documents upon payment of a non-refundable fee of US$5,000 and completion of the required application procedures.
The procurement process includes mandatory site visits for prospective bidders, a designated period for the submission of requests for clarification, and a final bid submission deadline of 2 November 2026 at 2:00 p.m. (GMT).
All bids must be submitted to the National Investment Commission in strict accordance with the requirements set out in the Tender Documents.
The government said the initiative marks a major milestone in its efforts to upgrade Roberts International Airport into a modern aviation hub capable of meeting growing passenger and cargo demands while promoting increased private sector participation in Liberia’s aviation sector.
