STAND Accuses Boakai Government of Sidestepping Law in Multi-Million Road Equipment Deal

MONROVIA – A major confrontation is brewing over the Government of Liberia’s reported acquisition of earth-moving equipment, as the Solidarity and Trust for a New Day (STAND) has accused the administration of President Joseph Boakai of potentially violating procurement laws and constitutional safeguards.

In a strongly worded statement, STAND said while it acknowledges the potential of imported heavy-duty “yellow machines” to transform Liberia’s battered road network, any such investment must strictly comply with national procurement and regulatory frameworks.

“Reports that these acquisitions may have bypassed Liberia’s procurement and regulatory frameworks are deeply alarming,” the group declared, issuing what it described as a “stern warning” to the Boakai-led government.

The political advocacy organization cautioned that if the purchases were conducted without transparency, competitive bidding, or legislative approval, they would be “illegal, ultra vires, and expose responsible officials to personal and legal liability.”

What should have been celebrated as a major infrastructure boost, STAND argued, now risks spiraling into what it calls a “Yellow Fraud,” a symbol, it claims, not of development but of corruption and betrayal of public trust.

The group alleged that secrecy surrounding the pricing, financing arrangements, operators, and maintenance plans points to a deliberate effort to conceal questionable dealings.

“This is not planning,” STAND asserted. “It is a calculated effort to shield questionable dealings from public scrutiny.”

Liberia’s road infrastructure has long been a critical political and economic issue, with successive governments promising large-scale rehabilitation projects to improve connectivity, stimulate commerce, and ease transportation burdens across the country.

The reported acquisition of new earth-moving machinery was expected to accelerate road works nationwide.

However, STAND insists that infrastructure gains cannot come at the expense of the rule of law.

“Infrastructure cannot be legitimized through photo opportunities, staged events, or empty promises while the rule of law is ignored,” the statement read.

The organization maintained that until full transparency, lawful authorization, and accountable oversight are demonstrated, the machines will stand not as tools of progress but as “the embodiment of a Yellow Fraud.”

As of press time, the government had not publicly responded to STAND’s allegations. The unfolding controversy now places the administration under mounting pressure to disclose details of the procurement process and financing arrangements tied to the controversial equipment deal.

Whether the machines ultimately pave roads or pave the way for a political storm may depend on how swiftly and transparently the government addresses the concerns raised.
