INVITATION FOR BIDS

PROCUREMENT OF WORKS

  1. Introduction

The Government of Liberia through the Agricultural and Industrial Training Bureau (AITB) had received budgetary allotment from the National Budget for 2026 Fiscal Year and intends to apply part of its fund eligible payment under the contract, IFB N0:/AITB/NCB/001/2026 for the Procurement of Repair & maintenance – Non-Residential Building. The Agricultural and Industrial Training Bureau intends to apply portion of this to the payment under a contract for the renovation of the Bureau.

  • The Agricultural and Industrial Training Bureau through the Government of Liberia intends to apply a portion of the funds to eligible payments under the contract for which these Bidding Documents are issued.
  • The Agricultural and Industrial Training Bureau now invites sealed bids from interested eligible and qualified construction firms for the execution of the assignments as described in the assignment below:

Repair & maintenance – Non-Residential BuildingRenovation includes: (Electrical, Roofing& Ceiling, Corridor & Warehouse extension, Plumbing, Tilling, Painting, Civil work (to elevated tower), Air-conditioning (Buy and Install), of the entire building (See full detail in bidding documents below)
  • Bidding will be conducted through the National Competitive Bidding (NCB) a procedure specified in the PPCC Act (2010), and is open to all Eligible Bidders as defined in the Bidding Documents.
  • Bidders shall be required to have the following minimum qualifications and that of detailed qualification requirements that will be specified in the Bidding Documents:
  • Experience as prime contractor in construction with at least one (1) contract within the last one (1) year of this nature, complexity and equivalent to the proposed works. Include the name and location of the project, its features, cost and contact detail of the client with email and phone contacts (Phone numbers, email addresses, and physical addresses, etc.).
  • The contractor shall have a minimum average turnover in construction works during the last one (1) year of at least $25,000.00)
  1. The Bidder shall demonstrate that it has available, liquid assets (USD$50,000) unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements.

  • A complete and detailed set of Bidding Documents in English and Hard Copy can be picked up by interested bidders at a cost of US$50.00 from the Procurement Department, Agricultural and Industrial Training Bureau.
  1. Interested eligible bidders may obtain further information from the Procurement Department at the Agricultural and Industrial Training Bureau and inspect the building at the address given below from 09:00 AM to 4:00 PM from Monday to Friday beginning March 19th, 2026.
  • Preliminary Qualification requirements include:
  1. Valid Tax Clearance,
    1. Current Business Registration,
    1. Past Performance Records including names & contact details of representatives,
    1. Evidence of PPCC vendor database registration,
    1. Public Works certificate,
    1. Audited Financial Statement for the last one fiscal year (2023 and 2024),
    1. A bid securing declaration,
    1. Code of conduct and conflict of Interest form signed and stamp.

Additional details will be provided in the Bidding Documents.

  • There will be sites visit beginning Thursday March 19, 2026 (site visit will be conducted over two days period beginning March 19 to 20, 2026 @ 10:00 AM to 4:00PM each day). The cost of visiting the sites shall be at the Bidder’s own expense.
  1.  All Bids must be submitted to the procurement department on the ground floor of the Agricultural and Industrial Training Bureau located Jacob Town, MVTC Compound, Japanese Freeway on or before Thursday, March 23, 2026 at 12:00 PM.
  1. Bids will be opened on March 23, 2026 at 12:05 PM at Agricultural and Industrial Training Bureau, Jacob Town, MVTC Compound Monrovia Liberia. All late bids shall be rejected, as indicated above in the presence of bidders’ representatives who choose to attend as indicated above. The opening will take place in the Conference room on 1st floor of the Agricultural and Industrial Training Bureau.
  1. All bidders shall submit one original and three (3) copies in sealed envelopes clearly marked with the name that the firm is bidding for and return address as indicated below:
