MONROVIA – President Joseph Nyuma Boakai, Sr. has warned government officials that those who fail to meet performance expectations will have to make way for others who can deliver, as he called for measurable results in the implementation of the Government’s ARREST Agenda for Inclusive Development (AAID).

President Boakai issued the warning Tuesday, August 11, 2026, when he convened the National Steering Committee (NSC) at Monrovia City Hall to mark the completion of the first year of implementation of the AAID.
The President said the Administration’s promise to Liberians was to deliver tangible improvements in their lives, including better roads, quality water, healthcare, education and jobs, stressing that government must move beyond plans and rhetoric to produce results.
“Our promise to the Liberian people was to move beyond plans. I have seen a lot of plans, plenty plans. We have seen and heard a lot of rhetoric. We want to deliver tangible results improving livelihoods,” President Boakai said.
While acknowledging progress over the past 12 months, the Liberian leader said implementation has not been consistent, citing delays, institutional bottlenecks and gaps in execution. He directed government institutions to take corrective action to ensure that the national development agenda produces results within the established timeframe.
President Boakai placed strong emphasis on accountability and performance, warning that officials who fail to meet expectations will have to make way for others who can deliver. He also urged institutions to prioritize competence and results over personal relationships when making appointments and implementing government programs.
The President identified education, healthcare, telecommunications, water security, infrastructure and job creation as critical areas requiring sustained investment, while stressing the urgency for officials to eliminate bottlenecks that impede implementation.
On activity reporting, President Boakai said timely and accurate information is essential to effective governance and decision-making. He therefore directed all ministries, agencies and implementing partners of AAID interventions to submit reports according to agreed standards.
“That is why timely reporting is non-negotiable. It’s a non-negotiable obligation for every institution implementing AAID interventions as repeated delays, inconsistencies, incomplete submissions are not going to be acceptable,” he warned.
President Boakai also warned against the misuse of public resources, insisting that resources controlled by public corporations and government institutions must be used for national development and directed toward priority programs capable of producing the greatest impact.
The National Steering Committee, chaired by President Boakai and supported by the UN Resident Coordinator, was convened to assess progress, address implementation gaps, strengthen coordination and accountability, and mobilize resources amid changing financing conditions.
Expected outcomes of the meeting included an implementation status report, policy guidance on development financing and cooperation, and a high-level communiqué outlining priorities and commitments for 2026–2027.
The Liberian Chief Executive concluded by calling for stronger collaboration among government, development partners, the private sector, civil society and Liberians in the diaspora, as well as all stakeholders, to align their resources and efforts with national priorities to maximize impact and accelerate Liberia’s development.
He reminded all that the transformation envisioned under the ARREST Agenda cannot be achieved by government alone.
