NEC Liberia Prepares Local Staff to Take Over Biometric Voter Registration Process

MONROVIA In a major step toward national electoral self-sufficiency, 27 Liberian staff members of the National Elections Commission (NEC) are nearing the completion of intensive training to take full control of the Biometric Voter Registration (BVR) process for future elections in Liberia.

“Over the past few years, these selected NEC personnel have been receiving specialized technical training in the operation and management of BVR kits,” a statement posted by the electoral commission said.

They are currently in the third and final phase of their training, marking a significant milestone in Liberia’s efforts to strengthen its electoral infrastructure and reduce reliance on foreign technical assistance.

Today, NEC Chairperson Madam Davidetta Browne Lansanah paid a working visit to the Commission’s Central Warehouse at its headquarters, where the training is being conducted by Ghana-based technology firm, D3 Technologies.

The Chairperson was given a first-hand look at the ongoing sessions and engaged with both the trainers and trainees to assess the progress.

During the visit, Madam Lansanah expressed her satisfaction with the quality of the training and reaffirmed the Commission’s commitment to building internal capacity. “Empowering our local staff with these technical skills is a long-term investment in the integrity and independence of our electoral process,” she said.

The Commission’s Deputy Executive Director for Operations, Emma Togba, and D3 Technologies’ Head, Richard Joseph, provided detailed briefings on the training’s status and its anticipated benefits.

According to them, once completed, the program will enable NEC technicians to fully manage BVR operations—from deployment and maintenance of kits to the secure collection and storage of voter data.

The initiative is part of a broader strategy by NEC to modernize Liberia’s election systems and ensure credible, transparent, and efficient electoral processes in the years ahead.

As the country looks toward future elections, the successful handover of the BVR system to trained local staff is expected to enhance public confidence and reduce logistical challenges during voter registration exercises.
