Mr. Billy made the remarks on April 25, 2026, at the Ministry of Youth and Sports Basketball Gymnasium in Monrovia during the graduation ceremony of over 253 cadets drawn from eight counties under the National Service Program (NSP).

Addressing the graduates, he praised their commitment, discipline, and resilience throughout the training period, noting that their achievement places them in a strategic position to contribute meaningfully to the country’s growth.

“You are all game changers,” Mr. Billy stated. “Apply the knowledge you have acquired positively, with the hope of contributing to the growth and development of Liberia. I believe what you have learned will create a pathway for your development. Liberia depends on you to contribute positively to national progress.”

He emphasized that the skills and experience gained through the cadet program should not be taken lightly, as they represent a foundation for future leadership and professional success.

The National Service Cadet Program, funded by the Ministry of Finance and Development Planning (MFDP) and implemented by the Ministry of Youth and Sports (MYS), is designed to provide young people with transitional work experience.

The program places participants in both public and private institutions for short-term internships, aimed at building workplace readiness, professional ethics, and practical skills development.

The graduation ceremony marked a major milestone in the government’s ongoing efforts to empower young people with the tools necessary for national development.
