Liberia Receives 137 Earth-Moving Machines Amid Procurement Debate, Mixed Public Reaction

MONROVIA – The Government of Liberia has taken delivery of 137 pieces of earth-moving equipment intended to boost the country’s infrastructure drive, marking a significant step in a controversial procurement process that has drawn both praise and criticism nationwide.

The heavy-duty machinery arrived on Sunday, February 22, 2026, at the Freeport of Monrovia aboard the HJ Singapore shipping vessel.

The consignment includes trucks, water tankers, and other yellow machines designated for road construction and other public works projects.

The arrival comes months after intense public debate over the procurement process, including concerns about the initial cost of the deal, questions of transparency and accountability, and the renegotiation of the agreement by Vice President Jeremiah Koung.

The deal had sparked scrutiny from citizens and civil society actors who demanded clarity on financing arrangements, maintenance plans, and oversight mechanisms.

Upon the machines’ arrival, the Chair of the Yellow Machines Committee and former Defense Minister, Brownie Samukai, addressed journalists at the Freeport, confirming that the equipment will be temporarily stationed in Careysburg, Montserrado County.

He said the machines will remain there pending the arrival of two additional batches.

Several of the newly arrived machines were mounted with flags representing Liberia’s counties, symbolizing what authorities describe as a nationwide infrastructure push.

The equipment is expected to be transported from the port to Careysburg in the coming days.

Samukai disclosed that distribution plans have already been finalized to ensure what he termed “equitable allocation” across the country.

According to the committee’s framework, four counties, Nimba, Grand Bassa, Lofa, and Montserrado, will each receive 38 sets of equipment, while the remaining counties will receive 19 sets each.

He emphasized that beyond road rehabilitation and construction, the initiative is projected to create employment opportunities in various counties, including for equipment operators, mechanics, and support staff.

However, public reaction has been sharply divided. Social media platforms have been flooded with mixed responses, with some Liberians applauding the government for fulfilling its promise to modernize infrastructure, while others remain skeptical.

Critics have continued to question the transparency of the procurement process and have raised concerns about long-term maintenance, operational oversight, and the potential for political interference in deployment.

The arrival of the equipment now shifts attention from procurement controversy to implementation, as Liberians await tangible improvements in road connectivity and infrastructure development across the country.

Whether the yellow machines will deliver lasting transformation or deepen accountability concerns may ultimately depend on how effectively and transparently the government manages their deployment.
