Liberia Allocates US$2 Million to Advance Establishment of War and Economic Crimes Court

MONROVIA – The Government of Liberia has announced an annual allocation of US$2 million to support the establishment of the long-awaited War and Economic Crimes Court (WECC), marking a renewed and structured push toward accountability for atrocities committed during the country’s civil conflict.

The funding, which forms part of a dedicated budgetary commitment, is aimed at operationalizing the court mechanism intended to address serious crimes linked to Liberia’s 14-year civil war.

The conflict, which left an estimated quarter of a million people dead, has long been the subject of calls for justice and reconciliation.

Structured Funding and Institutional Framework

According to Deputy Information Minister Daniel O. Sando, the allocation will be managed as a grant line item within the Ministry of Justice.

The funds will be disbursed in quarterly installments of US$500,000 to support the operational setup and early-stage activities of the court’s implementing office.

Sando made the disclosure on Tuesday, May 5, 2026, during a press briefing at the Ministry of Information in Monrovia.

He further explained that the office responsible for establishing the court will operate as a semi-independent structure, with a clear mandate to ensure transparency and accountability in its financial and administrative processes.

As part of oversight requirements, the office will be obligated to submit quarterly operational and financial reports to the Office of the President through the Minister of Justice.

This mechanism is intended to strengthen monitoring and ensure proper use of public resources.

Presidential Directive and Strategic Planning

President Joseph N. Boakai has directed the WECC implementation office to develop and present, within 60 days, a comprehensive resource mobilization and stakeholder engagement strategy.

The plan is expected to outline potential funding partners, donor engagement approaches, and long-term sustainability measures for the court’s operations.

The directive reflects the administration’s broader intention to move beyond political declarations and toward a practical roadmap for establishing the court.

Background: A Long-Awaited Justice Mechanism

The establishment of the War and Economic Crimes Court was originally recommended by the Truth and Reconciliation Commission, which investigated Liberia’s civil war and documented widespread human rights violations, including mass killings, sexual violence, and economic crimes.

Despite repeated recommendations over the years, successive governments failed to establish the court, largely due to political sensitivities and concerns over national reconciliation.

However, the current administration of President Boakai has signaled a stronger commitment to addressing these historical injustices, positioning the WECC as a central pillar of transitional justice and accountability in Liberia.

Toward Accountability and Healing

If fully implemented, the War and Economic Crimes Court is expected to prosecute individuals deemed to bear the greatest responsibility for wartime atrocities.

Advocates argue that such a mechanism is essential for delivering justice to victims and strengthening the rule of law.

At the same time, the initiative is likely to generate national debate, as Liberia continues to balance justice, reconciliation, and political stability more than two decades after the end of its civil conflict.

The government maintains that the establishment of the court is not only a legal necessity but also a moral obligation to victims and survivors of the war, signaling what officials describe as a decisive step toward national healing and institutional accountability.
