Monrovia – The Liberia Maritime Authority (LiMA) has renewed its commitment to transparency, accountability, and efficiency in public service delivery as it advances the implementation of the Government of Liberia’s flagship Performance Management and Compliance System (PMCS).
On Wednesday, August 20, a LiMA team led by the institution’s Cabinet Focal Person, Mr. Desire Satia, convened a one-day working session with a visiting delegation from the PMCS Secretariat of the Ministry of State for Presidential Affairs.
The session focused on reviewing LiMA’s second-quarter performance management contract report under the national framework.
The PMCS, introduced by the Liberian Government, is designed to transform public institutions by ensuring that activities and deliverables are aligned with the country’s broader development agenda.
It also functions as a performance barometer across ministries, agencies, and commissions, promoting results-driven governance, transparency, and accountability.
During the working session, the visiting PMCS Secretariat team, headed by Mr. Gerald Hanyor, carefully assessed LiMA’s second-quarter performance, placing emphasis on key indicators set for completion during the reporting period.
The four-member delegation requested supporting documentation of completed deliverables while also offering technical guidance to strengthen LiMA’s reporting framework.
According to the Secretariat, these recommendations will help ensure that LiMA’s progress is accurately validated and reflected in the government’s consolidated performance review.
Speaking on behalf of LiMA, Mr. Frederick Varnie, Director of Research and Innovation, presented the Authority’s progress report. He highlighted a series of achievements made since the last quarterly review, noting that LiMA has made significant headway in meeting its performance indicators.
Mr. Varnie expressed confidence that the institution will continue to rank among the top-performing government entities, citing the Authority’s unwavering focus on accountability and service delivery.
The session also created space for a frank dialogue and exchange of ideas between LiMA’s technical experts and the PMCS Secretariat team.
Discussions centered on enhancing institutional compliance, improving evidence-based reporting, and strengthening the culture of accountability within public sector management.
Senior LiMA officials who attended the session included Mr. Desmond Waka Doe, Director of Business Development; Mr. Michael Quayee Cooper, Director of Finance and Comptroller; Mr. Paul F. Fallah, Director of Risk Management and Quality Assurance; Mr. Mandela Mangull Porson, Director of Procurement; and Atty. Anthony T. Twe, Director of Domestic Vessels Registration, alongside other technical staff.
By actively collaborating with the PMCS Secretariat, the Liberia Maritime Authority underscored its role as a champion of institutional reform and good governance.
The Authority emphasized that the PMCS is not just a compliance tool but a strategic instrument for driving efficiency, enhancing service delivery, and reinforcing accountability to the Liberian people.
